I get very confused with new laws regarding gift certificates. My spa is located in California and I have couple of questions: Can gift certificates be redeemable in cash for its cash value? And if it's $10 or less on the gift certificate?

You should consult a California lawyer (which I am not), but my understanding of California law is that you must redeem gift certificates for cash if the remaining amount is less than $10 and the holder requests the remainder in cash.
